Jev decision models: faster triage, still on your hardware

higgs classify can now use a local Jev decision model. On the same GPU, Open-Jev-2B scored emails about 2.6× faster than gemma4:e4b and ranked them better (AUROC 0.87 vs 0.81). It also caught more bulk mail, and its category labels were on par. We cover the benchmark, the hardware caveats, and the setup.
